If this was to be spent per worker on low impact energy and space
heating initiatives (jobs from warmth as we used to have a slogan here
in the UK in the 70s for creating jobs from insulation, chp, etc.) then
I wonder how many jobs would be in the end created, especially if the
local economic circuits or loops could be closed?

Helluva lot more than 13,000 I suspect if my and other peoples' UK
research of the late 70s was anything to go by...
