Further to my posting on the mobility of capital and the isolation of unions 
like UAW and CAW: Unions continue be powerful where capital cannot be moved.  
We are currently undergoing a strike by bus drivers, mechanics, etc., here in 
Ottawa, a strike that has come close to paralyzing the city.  It would be nice 
for management, essentially the local government, to move the bus company 
elsewhere, to e.g. someplace in Mexico where labour is cheap and strikes can be 
avoided, but of course it can't do that.  It has to remain here where, for 
better or worse, it must deal with the union.
