You keep the walls of your shower scrubbed to get rid of the mildew.  The
mildew will come back.  Scrubbing it just keeps it in check.  Same story
with society: We keep scrubbing.  If we stop scrubbing, the mildew takes
over.  Same with the broader society.  All we can do is keep the bums in
check.  If we stop this, the bums take over.

Markets have rarely been "free."  Warlords, Lords of the Manor, 
Plantation owners, LandLords, then lobbyists for industries and corrupt 
politicians...all devise a fixed (crooked) system to the best of their 
ability. Subsidies, tariffs, taxes of all sorts are just some of the 
tools that tilt the playing field.

So, the challenge is to dis-empower the power elite (tough) and install 
regulations which are in the public interest. Of course as soon as the 
bums are replaced, self interest can begin working its tricks in any new 
system. New bums somehow always seem to  find their way to the top.
