Yes, Kornbluth hit the nail on the head. This is exactly what is happening
in the "advanced" world. State-directed education is increasingly dumbing
down its exams in the interests of maintaining a soporific electorate.
Meanwhile, the middle classes of the last century, taught in freer, but yet
more exacting, private schools are moving up a gear into a sort of
international "power class" consisting of all sorts of specializations and
exclusive social networks with decreasing loyalty to their countries of
origin.

This, to stop the 'morons' killing themselves. They were kept safe in
other ways by the intellects that ran the planet who, if I remember
correctly, lived in an underground city in the Arctic.
It was perhaps Kornbluth's most famous short story. Perhaps, again,
science-fiction was ahead of its time!
