Segal's BI proposal differs significantly from the usual BI proposal: Segal only wants to fill up the incomes of the needy to the poverty line, and he wants to maintain the various present forms of welfare payments (including the bureaucracy to calculate them for every individual).
Whereas the traditional BI proposal is to pay the same amount to everyone (including billionaires!) and to abolish all other welfare payments to save all the bureaucracy to calculate them for every individual. Can't the BI proponents get their act together? (But perhaps that's not necessary because BI is just a pipe dream / PR exercise anyway...)
