Sorry, I thought this was quite on-topic on FW. And I would have expected
that you'd like it, because the "commons dividend" comes pretty close to
a fair implementation of "Basic Income"...

What does this have to do with a "productivity dividend"? (A dividend is
paid to investors.)
This sounds more like a new unemployment insurance or welfare than a tax.
And note that robots belong to the "old" economy, not the new one!
(manufacturing sector, not dot-com/service sector)
So let's call it the "Luddite insurance/welfare" then...
