No idea about #2 but as for #1, yes Emirates/Abu Dhabi are in the process of positioning themselves as the low cost carrier/hub for travel to and from most parts of Africa, the Middle East and Asia and between Europe and those destinations.
A problem is that depending on where one is travelling let's say from Madrid to Cape Town the cost via Abu Dhabi might be 70% of the next lowest but involves the extra distance to the Gulf and however long for the connection. Spending 6 hours shopping in one of the most extensive luxury malls in the world (a Mercedes and a BMW dealer when I was there a couple of years ago) is probably to some people's taste and likely makes considerable money for whoever is involved.
