Note the land in question was built on landfill in a marsh which has
experienced a significant settling over the years(read the article). As it
settles, the water comes in - particularly when the moon is affecting tides.
 
Sea levels aren't rising much and it is to be expected if the globe is
warming - the water expands as it has done many times before the advent of
the Model T. Al Gore's sea level rise propaganda is a joke.
 
The amount of rise from melting ice in Greenland and Antarctica (the
significant areas) has been estimated as 1.38" over the next century by
scientists analyzing 14 research projects investigating sea level rise.

It will be interesting to see how the climate change deniers try to explain
rising sea levels, now that it's beginning to be problematic in East Coast
(US) communities.  OTOH, building levies and raising roadways may increase
employment for a time.
