Yes, indeed, large cities in the West are, in fact, declining. (London was the first to do so about 20 years ago) but the people are not going into the countryside (except for the second homes of the elite). They are simply not breeding enough offspring.

Meanwhile the large cities in the Second and Third World are still growing monstrously as agricultural workers are fleeing the countryside. But in a century or so those mega-cities are also likely to be contracting for the same reasons (as yet not altogether clear) as Western cities are declining.
