On March 12, the day after Japan's earthquake and tsunami knocked out
Fukushima 
Daiichi nuclear power station, Naoto Kan, the prime minister, flew over the
site 

in a helicopter on his way to inspecting devastated fishing towns a little 
farther north.
No explosions had yet rocked the plant - the first, a hydrogen blast that 
wrecked the No 1 reactor building's upper floor, was a few hours away - and
no 
radiation had escaped.
