Another belated reply...

I think that those activities and institutions that support the public good
and enable the public interest (commonweal) should be funded publically--and
that would include things like health care where clearly there are
advantages to all if there is a broadly healthy and cared for population.  

Classical conservatives (think Burke, Disraeli and even Cameron with his
"Big Society") would understand those arguments.  US "conservatives" who are
really classical "liberals" are transfixed by individualism and those kind
of arguments are difficult to make.

I think that a rather more steeply progressive income tax is needed, a much
more robust corporate tax and a highly distributive estate tax and then with
public funding of those items that support the public good including
education, cultural production and so on.  A flat tax is highly regressive.

Mike, do you believe that a simplification of the tax code and a flat tax
would help the poor even though it would decimate the funding for the not
for profit structures currently in place.   Are you advocating direct
government funding of these structures rather than the tax structure?
