Another belated reply... I think that those activities and institutions that support the public good and enable the public interest (commonweal) should be funded publically--and that would include things like health care where clearly there are advantages to all if there is a broadly healthy and cared for population.
Classical conservatives (think Burke, Disraeli and even Cameron with his "Big Society") would understand those arguments. US "conservatives" who are really classical "liberals" are transfixed by individualism and those kind of arguments are difficult to make.
