Very Important People have just noticed that if the net, or a
significant part of it, goes down, critical infrastructure and, worse,
projection of national power, will likely go down with it.

If you've ever been in a supermarket when The Computer is down, you'll
know that half, maybe way more than half, of the customers have no way
to pay.  Worse, those with cash can't pay until various supervisory
people attend the check-outs and implement poorly planned cash-only
transactions. (Assuming that's possible at all in a given case.)  The
US DOD has just noticed that they might be hit by a similar situation
with jet fuel, bullets or coffee beans..

Universal dependence on digital doo-dads is like gluing a gun muzzle
to your foot and putting the trigger into the control of the weather.
At least the Phase of the Moon is predictable.
