No question about the later Chretien and Martin being Harperites in all but
name... But now all that is being played out on a rather more open and
visible (and global) canvas...

I would disagree that Harper is a "conservative" -- a Republican, a
neo-Liberal, but certainly not a conservative in any of the ways in which
Canada has understood the Conservative traditions... Conservatives believe
in unity not division, social harmony not acrimony and back-biting, noblesse
not gutter sniping, and they are not fans of markets and enemies of the
public interest... 

The US tradition of right wing market uber alles Republicanism/whiggism
which came into Canada through the US land grabbing, oil wildcatting and
then academic invasion in Alberta was quite antithetical to Canadian
political traditions and it was only with the Reform putsch over the PC's
that the nomenclature shifted and got irrevocably Americanized and confused.

The stats can privatization began some time ago under the liberals.  Easy to
blame Harper.  Harper is a conservative and  is carrying on a long term
drift to the right.  Easy to understand Harper's behavior but was mystified
when the libs began the policy of charging for information.  A confusing
picture which worked its way into how the census was done and how much info
was collected.
