There does appear to be a definite difference in volatility/docility
between the two cultures. One easily riled, the other easily ruled.
Passion for self-determination. But, I have to agree that education
should be there for all to at least attempt so you have the ability to
get as high an understanding of your choices as you can.
Maybe not so much docile as the thought that one can schmooze their way
up the ladder if they play the game and don't complain.

For the record, the student strike at least in West Quebec appears to
be limited to French language institutions. An English language CEGEP
(junior college) is functioning normally in W. Quebec.
