Perhaps a new law should be: "if a large business (corporation,
whatever) closes its doors to move out of town (or country), then said
business must return the area once occupied to a natural, Productive
(safe for gardening or farming) condition". Thereby those turfed out of
work can at least grow some food for themselves and the neighbourhood.
Leaving large structures (such as factories) standing vacant for years
does no one any good - not even for shelter as all services are cut off.
And there is usually massive pollution where factories once stood.

What is significant about this article is that it actually points
towards those 20-30 super-metropolises which are already in existence
and will alone will be the value-adding and prosperity centres of
tomorrow's world economy. These and the regions immediately round them
will be the only productive entities that economists will measure in
any meaningful way, not the countries in which they happen to be. And
of the remainder of the towns and cities -- large, medium or small --
they will continue to deteriorate, unless they have something very
special about them by way of a good income (e.g. academe, tourism).
