Yes, I'm sure that the same combination of vanity, hubris, greed, and
stupidity that evidently has eviscerated various parts of Spain can be found
in "the 20%" (or there abouts) pretty well anywhere in the world.

Yes, indeed. But they're not in Valencia. The really ambitious of the
20-class will have long departed for Madrid where the real political power
and wealth is.

(Incidentally, when I talk of the 20-class and the 80-class, I don't really
mean 20% and 80% of the population strictly. It's only a rough guess between
those who are members of power groups and networks, and those who, by and
large, have no power at all except the occasional tick on a ballot paper.
