My guess is that this story is more a made up tale than a real one but also
something in the nature of what could happen.

What the article fails to say is whether "Bob" was fired, disciplined, or
promoted for his ingenuuity. He seems to have done a very sensible thing,
preserving his job while providing a quality product at a competitive price,
and doing all the work of locating, managing and interfacing with the
foreign subcontractors. Seems like his employer should put him in charge of
a department that does this on a wider basis...
