If what folks are saying is that policy doesn't matter any more, I disagree. (The US is of course, a special case because of the extremely sorry state in which its legislative apparatus has fallen largely because of the depredations and irresponsibilities of the Republicans in Congress.)
Otherwise things like NAFTA, energy policy, minimum wages, market access policies etc.etc. matter very much for putting (some) people into poverty and taking (some) people out of poverty. For a fine example of the positive role of policy one need only look at policy driven huge moves out of absolute poverty in Brazil and Venezuela in the last decade (and moves in the other direction under the direct supervision of the European and particularly German central banks in Spain and Greece.
