Interesting article… the situation in Richmond is much more complex than what he presents… multiple layers of Chinese speakers with multiple backgrounds and ultimately loyalties and most certainly not necessarily all to the PRC… On the other hand friends in up state New York are living in a community where a Mainland Chinese person has just bought the communitiy's major employer (a bankrupt college) and also a local docking facility (on the St. Lawrence) and evidently has plans to set up an overseas college for Mainland students and is negotiating for some sort of immigration waver for various of the students and employees… What I heard was that he was approaching all of this rather naively and the overall project was stalled (as of Christmas time)… whether it was PRC government policy, irrational entrepreneurial exuberance on the guys parts, something else wasn't clear at all but certainly was the subject of extensive local interest/concern/gossip.
