A fine example of a positive externality.  In a small community of Pari,
Italy, David Peat sends along the following example.  Let's hope
privatization doesn't come to this post office.

Costs are absorbed by the community to achieve broad, shared community
goals.  Overall welfare is increased, an increase that is not registered in
any formal economic account.

Amazing how things can get done.

Eleanor and Andy decided on a program for the young children 3-10. They
have been given a room next to the Confernece room at the top and are
going to begin a series of activies over the weekends - someone will
give a puppet show, etc.

Anyway she wrote letters to all the mothers in Pari and in the outlying
districts but in many cases didn't know the surname, only the child's
name. she took all these to the post office this morning and Melina -
the Post Mistress - said "don't worry I'll address them all for you."
When Eleanor offered to pay for the stamps Melina said 'Nothing, I'll
deliver them myself".
