In his New Year Message, Tony Blair has said that there will be
"unprecedented" and "unsettling" changes in the public services of England.
This is yet another indication that even a Labour Government, the harbinger
of the welfare state as we know it today, is realising that the
highly-centralised, top-down administered public services are no longer
working for the benefit of the public.
