I personally feel that this was the way for 41 to pass a message to 43. W is much more beholden to Reagan than to his Dad and this is a way to get back at his Mom telling him to keep his feet off of the table when he goes him.
Also, W is much more beholden to his advisors [he kept the most reactionary of them] than was Bush Senior since W does not have the gray matter to know when they are right or wrong. I also feel that this is a battle between Elite New England and 'shoot em and then ask who' mentality of Texas.
