This was a typo.  

I have never speculated that Bush has dyslexia, although we may
wonder about is capacity to read and how much he uses what
capacity he has.

The word I meant to write is: 

    dysphasia

Dysphasia is 
trouble speaking, i.e., trouble *producing* one's own
words.  Dyslexia is trouble reading, i.e., trouble *decoding*
other people's words.

Dysphasia, from what I have read, is usually due to
organic brain damage.
