I traced this back to the white house transcript:

OK. Any newspaper people or talmudic scholars
on this list?  What does the
"sic" mean?  I would think it means that Bush really
said "consumption" even though the listener might think
prima facie that that was an error 
in transcription and that he really said:
"conservation".

This is a good one, and I am proud of the White House
Press Office for making it so easy to verify the
source text.  If only Cheney and Bush and Rumsfeld's
business dealings were so easy to trace!
