It has long seemed fairly certain to me that *a* major, if not *the primary* objective of creating the Office of Homeland Security is to strip government workers of their workers' rights, as a beachhead for doing the same to every worker in the whole country.
It's a victory we can win even if we don't just let Trojan Horses into the city, but don't even know the difference between the gates being open or closed, or what a gate is (etc.). The dismantling of workers' rights just is one of those Kantian ideas that is good in itself (it is "a good will", i.e.), and Bush knows in his heart he is right about this, like about everything he does -- he has Presidential Infallibility [in matters of government policy only, of course, just like the Pope is infallible only in matters of faith!).
