The Vietnam war and other military adventures gave a brutal reality check to the hypocritical PR of "U$ Army as an equal opportunity employer": In fact, Blacks were so welcome because the army needed cannon fodder, NOT because the army wanted to give Blacks an education (yeah right). On the contrary, putting them into the army was a way of getting them (unemployed) off the streets WITHOUT giving them an education!
If "equal opportunity" WAS the goal, then tax dollars could be spent MUCH better in schools (esp. those in poor neighborhoods) and in the public services sectors that actually perform something useful for the citizens, INSTEAD OF wasting these tax dollars for the oversized killing machine that is the U$ military. This way, many more jobs and "equal opportunities" could be created with the same amount of money (the astronomical U$ military budget). Plus, you would end up with a civilized country instead of a military state whose only notion of "performance" is "dog eat dog". The "low" unemployment rate in the U$ despite a crappy edu system is only possible because the U$ has the largest military apparatus and the largest prison population. U$ army and prisons are the places to put those who would simply be unemployed in e.g. Europe, and then this banana republic of a military junta (or vice-versa) is boasting with a "low unemployment rate" and even "equal opportunity employer"! Definitely a lucid example of how NOT to do it...
