I see...  this way, Wolfowitz' statement makes "sense" (i.e. is consistent
with his policy):  He thinks that even Iraqis "should stop interfering
in the internal affairs of Iraq" -- because from his (US) perspective,
they're foreigners.

However, looking at the 2nd paragraph that I quoted, your interpretation
seems to be wrong:

Iraqis don't "come", as they were already there...  only the foreigners
to Iraq -- not to the US -- "come" to Iraq...

So, after all, Wolfowitz must have meant non-Iraqis with "foreigners".
(Actually he was referring to citizens of Iraq's neighboring countries
 but forgot that Americans are foreigners in Iraq too...)
