I see... this way, Wolfowitz' statement makes "sense" (i.e. is consistent with his policy): He thinks that even Iraqis "should stop interfering in the internal affairs of Iraq" -- because from his (US) perspective, they're foreigners. So, after all, Wolfowitz must have meant non-Iraqis with "foreigners". (Actually he was referring to citizens of Iraq's neighboring countries but forgot that Americans are foreigners in Iraq too...)
