Phase 2:  create jobs by trashing the environment and ignoring already settled lawsuits, or just bypassing those inconvenient checks and balances with administrative rule making.  Also, whenever things get really difficult and science doesn’t cooperate, call Karl Rove to get an agency decision reversed (and if you live in a state where Campaign 2004 wants to win you can bypass public comment and science in one day).

Note: while the Energy Act 2003 has yet to be finalized, it leans heavily on the past and corporate donations, as expected, though dropping the notorious ANWR provisions.  It also, before Conference Committee behind closed doors, frees up the electric utilities grid to more mergers –  creating the possibility of more Enrons - (Sen. Dominici is the Senate’s biggest recipient of this utility’s largesse) and promotes nuclear power (as in plutonium – did anyone check that out with Homeland Security?).  Forget renewables or new research, except in small amounts that allow you to say you promoted it.
