Not anymore in a neo-con world.  The CEO of "USA, Inc." is thinking of his
corporate shareholders' best interests (think Halliburton etc.), and like
any CEO's thinking, this thinking is very short-term (usually a quarter of
a year, maximum a few years until the golden parachute opens).  So are
other nations' neo-con leaders (and there are many..).  Privatization
of the profits, socialization of the costs, that's the name of the game.

"America First...  we'll strip-mine the other countries later!"

But a few can directly appropriate the benefits that flow from a BADLY
functioning society.  This is known as the Mafia Principle.
