This was reported by a Debian user. Please retain the CC to

the Debian BTS has a record.
In the french locale, the debian menu has items like &Écran, i.e. a
non-ascii letter is used as shortcut. When using a latin1 or latin9
locale, that shows up OK. When using a UTF-8 locale, two characters get
underlined, i.e. in the case of &Écran, both É and c get underlined.
