* New BugOpts option: TransliterateUtf8
* Fix parsing of BugOpts lists and deafault values according to
documentation. (Booleans before , are no longer evaluated to true
considered options giving error messages, and omitting the last
boolean value on the line now restores the default value instead of
activating the option.)
* Change QT -> Qt in NEWS
