Maximize: add 'fullscreen' option
Not all EWMH-aware applications make it obvious that they can be
fullscreened. Let FVWM put windows into this state by adding a
'fullscreen' option to the 'Maximize' command.
This does not toggle, hence:
Maximize fullscreen
Maximize off
