I tried to hack that into the code, but it's totally unusable
with the pager:

 Button 1:

   To select a new viewport you have to press the button anyway.

 Button 2:

   To drag a window you have to release the button first to select
   a window or you have to push and multiple buttons.  Very
   undesirable.  Simply pushing the button on a window only raises
   it.  That's not a very useful thing to do on a different page
   or desk, and on the current viewports there are better methods
   to do that.

 Button 3:

   This is the only binding that could profit, but since the
   desktop follows the motion of the pointer, the desktop just
   jumps around to funny places.

In my eyes, it's useless for the pager.  FvwmIconMan in transient
mode could benefit, though.  But then you might be better off
using the built in WindowList.
