I can do that if you want ... as I have also write down a patch
(partial) too!

Make some test with Tk it is ok.

With mozilla-1.1 when I press F11 to go to fullscreen and go back to
normal stat (F11) my mozilla window totally disappear (probably a
mozilla bug).

With mozilla-1.4 (no fullscreen) when I use the resize grip mozilla
do not go up and up anymore, however resizing is a bit erratic (probably
bad interaction with the inc hints ...).

By the way, should we implement _NET_WM_STATE_FULLSCREEN?
Also you just wrote all the code for _NET_MOVERESIZE_WINDOW but
the trivial stuff in fvwm/ewmh*
