These colours are hardcoded. Which is unfortunate, if one happens to have these colours configured for the TaskBar, making new mail and old mail indistinguishable. I have a written a patch for FVWM 2.4.19, available at http://www-users.kawo2.rwth-aachen.de/~abecher/fvwm-mailnew-colour.patch that adds a new configuration option.
