I changed the number of desktops in the pager from
*FvwmButtons(1x1, Frame -1, Padding 0 0, \
Swallow FvwmPager `Module FvwmPager 0 3`)
to
*FvwmButtons(1x1, Frame -1, Padding 0 0, \
Swallow FvwmPager `Module FvwmPager 0 1`)
This works as expected.
