Additional information. When using the ExplainWindowPlacement option
in the config I get this:
[fvwm][__explain_placement]: placed new window 0x30000cb 'Mozilla Firefox':
initial size 1469x959
desk 0 (specified by style)
page 2 0 (specified by style)
screen: primary screen: 118 42 1562x961 (specified by style)
(screen area modified by EWMH working area)
position 118 42, placed by fvwm (normal placement)
placement method: Position args: 118p 42p
Which contains everything (desk, screen, page and position).
But it still ends up on the current plage
