It is perfectly fine to install Fvwm on Ubuntu or Xubuntu.  The only
difference between them is what they have installed by default; that
doesn't prevent you from installing other packages, or removing packages
that you don't want.  I've installed Fvwm on Ubuntu and on Xubuntu,
doesn't matter.  The login manager will detect that Fvwm is one of the
options for one's login session, and thus you can choose it as your
default window manager.

The only real reason you might want to install Fvwm on Ubuntu rather
than on Xubuntu is if you *want* to use it under Gnome, rather than
using it by itself.  And even then, you could do the same on Xubuntu,
you'd just have to install Gnome as an additional step.
