Umm, unless you deliberately run FVWM under GNOME, that's not a consideration. Yes, some GTK applications may well use facets of GNOME (c.f. gnome-settings-daemon) but that's nothing to do with GNOME -- either whether GNOME is running or which GTK apps happen to be.
