FVWM: StayOnTOP doesn't work for xclock

hi everybody,
I added the parameter StayOnTOP to Style line for xclock, and that doesn't 
work.The same Style line works for other programs, like Xdialog.
Can anybody explain that?
PS: it's not a problem of Style name, as other parameters, as Sticky,...
     work perfectly.
