I just did roughly the same thing - upgraded to Ubuntu 24.04
and my autoraise and focus/raise broke.

I have 

AddToFunc InitFunction
+       "I"     Module FvwmAuto 200

AddToFunc RestartFunction
+       "I"     Module FvwmAuto 200

Style   *       FocusFollowsMouse
Style   *       SloppyFocus

in my ~/.fvwm/.fvwm2rc file 

Autoraise simply doesn't happen. Moving the mouse between overlapping windows
changes _focus_ but does not _raise_ the window. Likewise for CTRL-TAB.

Only clicking in the title bar now raises an overlapped window.

Please advise?
