16 extra pixels in both the x and y direction means 1792 extra pixels for each icon: 1792 x 11 icons = 19712 pixels of absolutely wasted space with _nothing_ in it. I use FvwmButtons primarily for "quicklaunch" icons for my often-used apps, and all the icons are 48x48.
