Make the window "Stick":y.

Here's how you do that with a short cut, place in .fvwm2rc:

    Key F3          A       S       Stick

Activate the window (move mouse over window) that you want to "stick"
to all pages/windows, press "Shift + F3" to (un)Stickify it. You can
of course change F3 to what ever is to your liking ;-)
