I have no OpenOffice.org 2 to see what happens exactly, but I have
abiword, with dragged off toolbars having EWMH Window Type "ToolBar".

  Stick off

However, if I open FvwmConsole and type smth like "Next (Soffice.bin)
Stick" _after_ the toolbars are dragged off (floating), then the
toolbars indeed lose their Sticky attribute. This means the toolbars
do respond, and can be managed, I'm just doing smth wrong in my
functions.

try to remove the UpdateStyles command and see if that helps.

You can't set any styles on the toolbar windows after they are unstuck, or they will stick again.
