Here are my suggestions.

If you want to port, subscribe to fvwm-workers list.

Start with an empty fvwmrc file: fvwm2 -f no-fvwmrc

Debug libs/fvwmsignal.c functions. It seems that fvwmSelect (a wrapper
for select) does not work as expected on QNX, but I can only guess.
