Actually I think I didn't explain it right.
Changing LANG actually corrects apps and menus, but not the titles.
Changing LC_ALL to "pl_PL.utf-8" corrects the titles. I changed LC_ALL
and said that I changed LANG, and this is where the misunderstanding
appeared.

So I insist it is the bug in FVWM code.
