FVWM: FvwmButtons panles

Is it possible to bind both a Panel and an Action to button in 
FvwmButtons? I'm shifting layers of my FvwmButtons and would like any 
panel to show up on the same layer as the FvwmButtons currently reside 
when the Panel is opened. Is it possble to achive that in any way?

I've been trying with
*FvwmButtons: (Action "PointerWindow All (PanelWindow) Layer 0 
$[w.layer],  Panel PanelWindow PanelCommand)
without success.
