FVWM: Icon behavior only applies to first iconified window

All,

I am attempting to define behavior for iconified windows so that they 
automatically appear in a certain area at the left of my screen, as seen 
here: http://nstickney.googlepages.com/Elijah-2006-02-282243.jpg . 
However, only the first icon appears as I wish, below the pager, and the 
next window iconified goes at the very top left of the screen, behind 
the pager, making it difficult to pull out. The relevant line of my 
.fvwm2rc are below.

Style * IconBox 10 190 10 170, IconGrid 3 3, IconFill left top
