It's a known issue, if it's what I think it is.
It is not a bug.

If you're seeing what I see something, you are saying that _inside_
the VNC window, the displayed desktop is popping up windows without
decorations, and because your FVWM config only lets you move/resize by
grabbing the decorations, you can do nothing?

I would think something like

        Style * Title, Handles, DecorateTransient

would fix this.

I have the inverse problem. I routinely run with no titles or borders.
Move/resize is done simply by putting the mouse in anywhere in the
windows and holding Alt-M1 or Alt-M2 and dragging. (Less fiddly aiming
you see.)

Of course, this means that trying that on a VNC-displayed desktop tries
to resize the desktop and ignores the things inside it. So when I run
FVWM inside a VNC display I don't use my usual zen style and instead
run my "nested" style, thus:

        Style "zen"     UseStyle "general", \
                        NoTitle, NoHandles, BorderWidth 0, HandleWidth 0
        Style "nested"  UseStyle "general", \
                        Title, BorderWidth 2, HandleWidth 2,
                        BackingStore, SaveUnder

I suspect just adding DecorateTransient to your style settings for the
nested display might do the trick.
