It's useful for "tagging" a window or groups of windows such that a
command or many commands can be applied to them.  It's even more
useful where the windows in question aren't necessarily connected in
some way (such as via the same Class or Resource hint).  Hence you
might decide that you have three windows, with different names you
want to iconify.  You could if you wanted do:

Style AppA State 1
Style AppB State 1
Style AppC State 1

Then later on do something like:

All (State 1) Iconify On

The [bool] component is one of:  "True", "False" or "Toggle".

I'll let you decide how and what they do.

Yes, all that means is that the command does is tag windows, it
doesn't affect FVWM's behaviour in anyway.  I do think though that the
above could be worded less drastically, or dropped completely.  Maybe:

"States are normally used with conditional commands such as Next or All."
